Who determines what is an interesting or boring article? How does one come to that conclusion?
Who can say what is excellent or substandard material? How is that decision made?
Why do some people go left, when others go right? Does that mean that one side is going to be told told that they are wrong? In the wrong? Not worthy? Who will decide who is in the wrong and why? How does anyone determine that? That is the question.
For example: Think about all the articles, magazines and books you have read. How many of the "Titles" caught your eye with a catchy keyword? However once you started reading the story it is anything but what you had expected? Yet the reviews you read or heard about were outstanding? Who decided that the article, book or magazine deserved a thumb's up? One person? More? What makes their opinion more valued than yours? Education? Experience? I don't think so.
Now think about all the books, articles or magazines you have read with a "Title" not so appealing, yet the moment you started reading you could not put it down? However it received poor reviews and harsh criticism. Why did this person or persons feel this article was below standards? Education? Experience? I don't think so.
Who decides what is a popular topic and what is not? How is this determined? Who decides this and why?
Who gives the stamp of excellence to some topics and is very critical of others? Why do those that have received praise get rewarded and yet those that were criticized who have also achieved successful goals not rewarded? Oversight? Or simply not worth mentioning? Makes you wonder.
Why are several topics allowed numerous exposure while other topics are not? Who decided which topics are better and why?
Why are many books, magazines or articles on a specific subject allowed on the shelves whereas other articles, books and magazines on the same exact subject are rejected? Asked for a revision? Or pulled? Who determined which article is better? Why and how?
When you have time, read as many magazines, books and articles that you possibly can. Privately rate each one. Ask one or several of your friends to read the same stories you did and also rate them. Get together and discuss what you rated each article. Without a doubt you will disagree on at least one or two of your ratings. However regardless of what you do for a living, how educated you are or how much knowledge you have in that field your opinion is no more superior than theirs.
Yet each and everyday there is someone we know or know of that reminds us that we have rules and regulations to follow, that our opinion is of no consequence and that they have the upper hand. What is allowed for some is not always allowed for others. You will never know why and it is pointless to ask.

Boring: So lacking in interest as to cause weariness
Topic: The subject matter of a conversation or discussion. Some situation or event that is thought about.

Theme: Is the subject or lesson of a written document or speech
Matter: Anything that has substance
Issue: In dispute, still to be decided
Art: The product of human creativity, works of art collectively, the creation of beautiful or significant things. Superior skill that can be taught by study and practice.
Creativity: Creative ability, artistic or intellectual inventiveness
Excellent: Of the highest quality
Substandard: Falling short of some prescribed norm / deficient, inferior
Superior: One of greater rank, station or quality
Inferior: Low or lower in order, status, rank, lower in quality or value
Critical: Marked by a tendency to find or call attention to errors and flaws
Baffled: Mystery, bewildering

I am not sure that interesting-versus-boring is the relevant criterium as far as "substandard." Correctness or the opposite, i.e. being right or wrong, is not relevant either. The relevant criterium is whether the material is of a "purely personal nature," meaning it only makes sense to the author and possibly a select few insiders who already know the background.
This said, you have made some good points about the subjective nature of reviews and appraisals. We all need to keep an open mind. Lots of positive reviews are nothing but hype; the good ones stand out because of their profound analysis. Legitimate critique is very different from negative reviews, which are mainly written to give exposure to the reviewer.
On HubPages, moderators do the censoring. I believe they are qualified to see to it that material on HubPages lives up to the rules. I find your tone negative and disrespectful of the moderators on HubPages.
Also, I find myself fairly qualified to review certain types of articles on HubPages. I would know how to avoid reviewing material that falls outside the realm of my experience. I honestly do not believe that average readers can write reviews of a comparable standard.
No, Mrs. J.B., I am not in agreement with you. But you have a valid point that nobody's authority should be taken for granted, nor should anyone's opinion be disqualified in advance.

I really wanted to check out this article with an objective mind... I feel as though you caught yourself midpoint (perhaps from being piqued) and it became quite funny (like an editorial type of writing...)
Like my FUNNY comeback is... colon cleansing?? I find that fascinating and thought everyone did... I am now devastated!!
But my serious feedback is... critique is valued by all of us. We all want to become better writers/ when offered, constructive feedback, we only grow and become even better... I love that HUB Pages has so much variety in the writing styles and we have room for all kinds of subject matter (and some of it is really boring to me... but we cannot enjoy all subjects for sure). There are so many articles that I do enjoy and am able to get good benefit from... just like when I go to a Library.

Well, you are entitled to voice your dissatisfaction as I believe that you must have put a lot of efforts in writing each of your hubs. I especially like the fact that you managed to put so many questions in this hub and yet any readers can still understand what you are trying to express. Somewhere along the lines, I could feel some FIRE too!
